Meet Jaye

Dr. Jaye Harvey is passionate about preparing highly skilled early childhood practitioners at the preservice and in-service levels.

For 11 years, Jaye served as the State Coordinator for PD Essentials, Virginia’s former organization preparing early childhood professional development providers. In that role, she developed and delivered Essentials for Early Childhood Professional Development Providers, a series of six virtual and in-person trainings designed to upskill individuals offering training to early childhood educators. Through this curriculum, hundreds of early childhood leaders have gained new skills in designing and delivering effective and engaging virtual and in-person training.

Additionally, Jaye led a team of trainers who brought Practice-Based Coaching (PBC) to Virginia. She designed and leads a series of six 2-hour Practice-Based Coaching for technical assistance, school division, preschool, and child care coaches and administrators. She has trained over 275 Virginia leaders in PBC in 16 training series. In 2024, she trained two cohorts of coaches from the Oklahoma Partnership for School Readiness.

 

Jaye is a trainer and consultant for the Virginia Department of Education, leading an annual Community of Learning for itinerant early childhood special education teachers. As a former early childhood/early childhood special education supervisor for Roanoke City Public Schools, she serves as an administrative designee for early childhood special education meetings.

At the preservice preparation level, Jaye leads an annual Higher Education Faculty Institute as a member of Virginia Commonwealth University’s Workforce Ready Grant, a federally funded project to increase the capacity of community college faculty to include disability-related content in the curriculum. Previous higher education roles include as Associate Professor of Early Childhood Special Education at Radford University, and as Assistant Professor of Early Childhood Special Education at Virginia Commonwealth University.


Jaye has served as a trainer, coach, and curriculum developer for Child Care Aware of Virginia on numerous projects including Promoting Responsive Relationships/Preventing Child Abuse and Neglect, Breastfeeding Friendly Recognition in Early Care, Promoting Healthy Eating and Physical Activity, and Surviving and Thriving in Early Childhood: Trauma and Resilience. She has served as a consultant for Early Education Business Consultants.


Previous leadership roles include the Director of Inservice Training and Technical Assistance at the Partnership for People with Disabilities at Virginia Commonwealth University, the Specialist in early childhood special education (Section 619 Coordinator) at the Virginia Department of Education, and the Director of the laboratory/demonstration preschool at the University of Memphis. A teacher at heart, she has taught at the preschool, elementary, high school, undergraduate, and graduate college levels


Jaye holds an Ed.D. in special education from the University of Memphis, an M.Ed. in special education from James Madison University, and a B.S. in psychology from Virginia Tech. Virginia Department of Education Postgraduate Professional Licensure includes endorsements in Supervisor of Special Education, Administration and Supervision PreK-12, Psychology, Emotional Disturbance K-12, and Early Childhood Special Education.
